DECISION No 2/2024 OF THE SPECIALISED COMMITTEE ON ENERGY ESTABLISHED BY ARTICLE 8(1)(L) OF THE TRADE AND COOPERATION AGREEMENT BETWEEN THE EUROPEAN UNION AND THE EUROPEAN ATOMIC ENERGY COMMUNITY, OF THE ONE PART, AND THE UNITED KINGDOM OF GREAT BRITAIN AND NORTHERN IRELAND, OF THE OTHER PART

as regards the establishment of a Working Group on Security of Supply [2025/705]

THE SPECIALISED COMMITTEE ON ENERGY,
Having regard to the Trade and Cooperation Agreement between the European Union and the European Atomic Energy Community, of the one part, and the United Kingdom of Great Britain and Northern Ireland, of the other part (‘The Trade and Cooperation Agreement’), and in particular its Article 8(4)(f) thereof,
Whereas:
(1) The Trade and Cooperation Agreement entered into force on 1 May 2021.
(2) Article 8(1)(l) of the Trade and Cooperation Agreement establishes the Specialised Committee on Energy. Its powers with respect to issues related to its area of competence are set out in Article 8(4) of the Trade and Cooperation Agreement.
(3) Article 8(4)(f) of the Trade and Cooperation Agreement empowers the Specialised Committee on Energy to establish, supervise, coordinate and dissolve Working Groups.
(4) Pursuant to Article 9(2) of the Trade and Cooperation Agreement, any established Working Group shall, under the supervision of a Committee, assist that Committee in the performance of its tasks and, in particular, prepare the work of that Committee and carry out any task assigned to the Working Group by that Committee.
(5) Article 9(3) of the Trade and Cooperation Agreement provides that any established Working Group shall comprise representatives of the Union and the UK and shall be co-chaired by a representative of the Union and a representative of the UK.
(6) Article 9(4) of the Trade and Cooperation Agreement provides that any established Working Group shall set its own rules of procedure, meeting schedule and agenda by mutual consent.
(7) It is appropriate that the Specialised Committee on Energy establishes, pursuant to Article 8(4)(f) of the Trade and Cooperation Agreement, a Working Group on Security of Supply, to operate under its supervision. The Working Group on Security of Supply should set its rules of procedure. It should report regularly on its activities to the Specialised Committee on Energy,
HAS ADOPTED THIS DECISION:

Article 1

1.   The Working Group on Security of Supply is hereby established.
2.   It shall set its rules of procedure at its first meeting.

Article 2

1.   The Working Group shall meet when so decided by the co-chairs, by mutual consent.
2.   It shall report on a regular basis to the Specialised Committee on Energy on the results and conclusions of its meetings.

Article 3

This Decision shall enter into force on the date of its adoption.
