DECISION OF THE EEA JOINT COMMITTEE No 247/2024

amending Annex XX (Environment) to the EEA Agreement [2025/233]

THE EEA JOINT COMMITTEE,

Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98 thereof,

Whereas:

(1) Commission Delegated Regulation (EU) 2024/1127 of 8 February 2024 supplementing Regulation (EU) 2019/1242 of the European Parliament and of the Council by setting out the guiding principles and criteria for defining the procedures for the verification of the CO 2 emissions and fuel consumption values of heavy-duty vehicles in-service (in-service verification) ( 1 ) is to be incorporated into the EEA Agreement.

(2) Adaptation (c) to Regulation (EU) 2019/1242 of the European Parliament and of the Council was incorporated into Annex XX to the EEA Agreement by Decision of the EEA Joint Committee No 398/2021 of 10 December 2021 ( 2 ) . The adaptation is updated to ensure consistent language and legal certainty in the EEA Agreement as regards the allocation of the amounts of the excess emissions premiums for the EFTA States.

(3) Annex XX to the EEA Agreement should therefore be amended accordingly,

HAS ADOPTED THIS DECISION:

Article 1

Annex XX to the EEA Agreement shall be amended as follows:

In adaptation (c) of point 21azka (Regulation (EU) 2019/1242 of the European Parliament and of the Council) the words “manufacturers established in” shall be deleted.

The following point is inserted after point 21azkab (Commission Implementing Decision (EU) 2022/2336):

‘21azkac.

Article 2

The text of Delegated Regulation (EU) 2024/1127 in the Icelandic and Norwegian languages, to be published in the EEA Supplement to the Official Journal of the European Union , shall be authentic.

Article 3

This Decision shall enter into force on 26 October 2024, provided that all the notifications under Article 103(1) of the EEA Agreement have been made ( *1 ) .

Article 4

This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European Union .
