COMMISSION DECISION

of 30 September 2024

approving on behalf of the European Union, the position to be taken as regards amendments to Annexes 10-A and 10-B to the Free Trade Agreement between the European Union and the Republic of Singapore

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Council Decision (EU) 2019/1875 of 8 November 2019 on the conclusion of the Free Trade Agreement between the European Union and the Republic of Singapore (1), and in particular Article 3 thereof,

Whereas:

(1) Council Decision (EU) 2019/1875 approved, on behalf of the Union, the Free Trade Agreement between the European Union and the Republic of Singapore (‘the Agreement’), which entered into force on 21 November 2019.

(2) Article 16.1 of the Agreement establishes a Trade Committee, which, among others, may consider amendments to the Agreement, or amend provisions of the Agreement in cases specifically provided for in the Agreement.

(3) Article 10.17.3 of the Agreement provides that the Trade Committee is to list, in Annex 10-B (Protected Geographical Indications) to the Agreement, the names from Annex 10-A (List of names to be applied for protection as Geographical Indications in the territory of the Parties) thereto after the conclusion of the procedures for protection of geographical indications.

(4) The Republic of Singapore has completed the procedure for protection in its territory of four names (‘Bayerisches Bier’, ‘Guijuelo’, ‘Siurana’, ‘Utiel-Requena’) that were listed in Annex 10-A to the Agreement and were applied for protection as geographical indications of the Union.

(5) Article 10.18 of the Agreement provides that the Parties agree on the possibility of amending the list of geographical indications for wines, spirits, agricultural products and foodstuffs listed in Annex 10-B to be protected by each Party.

(6) The Republic of Singapore has completed the procedure for protection in its territory of twenty-one names (‘Amarone della Valpolicella’, ‘Bordeaux supérieur’, ‘Cariñena’, ‘Cassis de Dijon’, ‘Côtes de Bordeaux’, ‘Crémant de Bourgogne’, ‘delle Venezie / Beneških okolišev’, ‘Dresdner Christstollen / Dresdner Stollen / Dresdner Weihnachtsstollen’, ‘Finocchiona’, ‘Χαλλούμι / Halloumi / Hellim’, ‘Idiazabal’, ‘Καλαμάτα / Kalamata’, ‘Kölsch’, ‘Los Pedroches’, ‘Méditerranée’, ‘Mont d’Or / Vacherin du Haut-Doubs’, ‘Monti Iblei’, ‘Morbier’, ‘Prosecco’, ‘Speck Alto Adige / Südtiroler Markenspeck / Südtiroler Speck’, ‘Toscano’), that were not listed in Annex 10-A to the Agreement and were applied for protection as geographical indications of the Union.

(7) Furthermore, following the changes of names of ‘Alsace’ into ‘Alsace / Vin d’Alsace’ and ‘Jamón de Teruel’ into ‘Jamón de Teruel / Paleta de Teruel’ in the Union’s territory, those two names should be adapted accordingly in Annex 10-A to the Agreement.

(8) Consequently, Annexes 10-A and 10-B to the Agreement should be amended accordingly,

HAS DECIDED AS FOLLOWS:

Article 1

The position to be taken on behalf of the Union by the Trade Committee, as regards the amendments to Annexes 10-A and 10-B to the Free Trade Agreement between the European Union and the Republic of Singapore, is hereby approved.

That position shall be based on the draft Decision of the Trade Committee set out in the Annex to this Decision.

Minor changes to that draft Decision may be agreed by the representatives of the European Union in the Trade Committee without further decision of the Commission.

Article 2

The representatives of the European Union in the Trade Committee are authorised to approve the adoption of the Decision of that Committee on behalf of the European Union.

Article 3

This Decision shall be published in the

Official Journal of the European Union

After its adoption, the Decision of the Trade Committee shall be published in the

Official Journal of the European Union

amending Annexes 10-A and 10-B to the Free Trade Agreement between the European Union and the Republic of Singapore

THE TRADE COMMITTEE,

Having regard to the Free Trade Agreement between the European Union and the Republic of Singapore, and in particular Articles 10.17.3 and 10.18 thereof,

Whereas:

(1) The Free Trade Agreement between the European Union and the Republic of Singapore (‘the Agreement’) entered into force on 21 November 2019.

(2) Article 10.17.3 of the Agreement provides that the Trade Committee adopts a decision regarding the listing in Annex 10-B (Protected Geographical Indications) to the Agreement of the names from Annex 10-A (List of names to be applied for protection as Geographical Indications in the territory of the Parties) to the Agreement as soon as practicable after the procedures for protection of geographical indications have been concluded.

(3) Article 10.18 of the Agreement provides that the Parties agree on the possibility of amending the list of geographical indications for wines, spirits, agricultural products and foodstuffs listed in Annex 10-B to be protected by each Party.

(6) According to Article 10.18 of the Agreement, and following the changes of names of ‘Alsace’ into ‘Alsace / Vin d’Alsace’ and ‘Jamón de Teruel’ into ‘Jamón de Teruel / Paleta de Teruel’ in the Union’s territory, these two names should also be changed in Annex 10-A to the Agreement.

(7) Consequently, Annexes 10-A and 10-B to the Agreement should be amended by listing those additional twenty-five names as protected geographical indications of the Union in Annex 10-B and removing four of those names from Annex 10-A. The two names ‘Alsace’ and ‘Jamón de Teruel’ should also be changed in Annex 10-A.

HAS ADOPTED THIS DECISION:

Article 1

Annexes 10-A and 10-B to the Free Trade Agreement between the European Union and the Republic of Singapore are replaced by the text in the Annex to this Decision.

Article 2

This Decision shall enter into force on the date of its adoption.
