C/2024/5870
27.9.2024
COUNCIL DECISION
of 23 September 2024
appointing one member of the Management Board of the European Medicines Agency
(C/2024/5870)
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EC) No 726/2004 of the European Parliament and of the Council of 31 March 2004 laying down Union procedures for the authorisation and supervision of medicinal products for human use and establishing a European Medicines Agency (1), and in particular Article 65(1) thereof,
Having regard to the list of candidates submitted to the Council by the European Commission on 27 January 2022,
Having regard to the views expressed by the European Parliament by letter dated 24 May 2022,
Whereas:
(1) Pursuant to Article 65(1) of Regulation (EC) No 726/2004, the Management Board of the European Medicines Agency (‘Management Board’) includes two representatives of patients’ organisations, one representative of doctors’ organisations and one representative of veterinarians’ organisations.
(2) Those members of the Management Board are to be appointed by the Council in consultation with the European Parliament on the basis of a list drawn up by the Commission which is to include appreciably more names than there are posts to be filled. The term of office of members of the Management Board is to be three years and can be renewed.
(3) The Commission has drawn up a list of candidates and submitted it to the Council on 27 January 2022. The candidates included on the list submitted by the Commission have been selected following a call for expression of interest and on the basis of their specialist qualifications, their broad spectrum of relevant expertise as well as their relevant expertise in management and experience in the field of medicinal products for human or veterinary use.
(4) By Decision of 13 June 2022 (2), the Council appointed two representatives of patients’ organisations, one representative of doctors’ organisations and one representative of veterinarians’ organisations as members of the Management Board for the period from 15 June 2022 to 14 June 2025.
(5) By letter dated 18 June 2024, the Council was informed by the European Commission that Ms Despoina IATRIDOU, who was appointed member of the Management Board as representative of veterinarians’ organisations, resigned on 4 April 2024.
(6) One new representative of veterinarians’ organisations should therefore be appointed member of the Management Board to serve for the remainder of Ms Despoina IATRIDOU’s term of office, that is, until 14 June 2025.
(7) The second candidate representing veterinarians’ organisations on the list of candidates submitted by the Commission on 27 January 2022, Mr Christophe BUHOT, has been examined with a view to appointing him member of the Management Board as representative of veterinarians’ organisations on the basis of the documentation provided by the Commission and in light of the views expressed by the European Parliament. The appointment of Mr Christoph BUHOT as member of the Management Board, would further ensure that the highest levels of specialist qualifications, a broad spectrum of relevant expertise and the broadest possible geographic spread within the Union, as well as relevant expertise in management and experience in the field of medicinal products for human or veterinary use, are available within the Management Board,
