COMMISSION DELEGATED REGULATION (EU) 2023/2709

of 15 September 2023

supplementing Regulation (EU) 2021/888 of the European Parliament and of the Council with provisions on the establishment of a monitoring and evaluation framework for the European Solidarity Corps Programme

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2021/888 of the European Parliament and of the Council of 20 May 2021 establishing the European Solidarity Corps Programme (1), and in particular Article 20(2) thereof,
Whereas:
(1) Regulation (EU) 2021/888, which established the European Solidarity Corps programme (the ‘Programme’), laid down in Annex the indicators to report on the progress of the Programme towards the achievement of the specific objectives set out in Article 3.
(2) The indicators, while suitable for the purpose of annual monitoring of the performance, do not sufficiently enable a comprehensive monitoring and evaluation of the Programme’s activities and results in achieving its objectives. Therefore, additional indicators should be laid down as part of the monitoring and evaluation framework.
(3) Those indicators should measure the output, results and impact of the Programme taking into account the existing reporting and evaluation requirements established in Articles 20 and 21 of Regulation (EU) 2021/888.
(4) In accordance with Article 30(4) of Regulation (EU) 2021/888, the experts designated by each Member State and third countries associated to the Programme have been consulted,
HAS ADOPTED THIS REGULATION:

Article 1

Monitoring and evaluation framework indicators and reporting requirements

The indicators set out in the Annex to this Regulation shall supplement the indicators set out in the Annex to Regulation (EU) 2021/888 as regards the outputs, results and impacts of the Programme.
The indicators shall be measured as follows:
(a) annually, as regards the indicators in the Annex to Regulation (EU) 2021/888 and as regards the indicators in points 1 and 2 of the Annex to this Regulation;
(b) the impact indicator referred to in point 3 of the Annex to this Regulation shall be measured as part of the interim and final evaluations, in accordance with Article 21 of Regulation (EU) 2021/888.

Article 2

Entry into force

This Regulation shall enter into force on the twentieth day following that of its publication in the
Official Journal of the European Union
.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

ANNEX

Additional indicators with regard to the monitoring and evaluation framework of the 2021-2027 European Solidarity Corps Programme referred to in Regulation (EU) 2021/888

The measurements of quantitative indicators shall be disaggregated, where appropriate, by country, professional background, level of educational attainment, gender and type of action and activity.

1.   

Output indicator

1.1.
The number of local actors that apply the knowledge, the principles and the approaches learnt through the humanitarian activities in which the volunteer and the experts have participated.

2.   

Result indicators

2.1.
The share of participants that consider they increased their participation in democratic life and in society in general;
2.2.
The share of activities that aim to tackle digital transition as a societal challenge;
2.3.
The share of participants that consider they made a positive change in the community.

3.   

Impact indicator

3.1.
Contribution of the ESC to addressing societal and humanitarian challenges in local communities.
